The meeting was called to order at 12:22 pm.

Service Recognition:Dr. Johnson presented Kara Vogelson with an award for 5 years of service; Deanna Loeschen was presented with a plaque for 20 years of service.

Minutes: Moved by Kellogg, second by Schickel to approve the minutes of January 19, 2007 as presented. After a brief discussion, wording in the fourth paragraph of page 2 was changed to: “ Osterholm stated Pat Galasso has been appointed to serve on the public health foundation exploratory committee as a Board of Health member.” Moved by Kellogg, second by Schickel to approve the minutes as amended. Passed.

North Iowa Community Action Organization Presentation: Rose Brady and Lisa Koppin of the North Iowa Community Action Organization presented the organization’s FY 10/1/05 through 9/30/06 report. The report provided the average number of participants per month, food dollars for the past year and the average cost of food per participant/month for Women, Infants and Children program; clients enrolled in the Family Planning program during the last year; Maternal Health enrollment; number of newly eligible children for Child Health Care Coordination services; hawk-i enrollment and percentage to the goal; lead screens completed; and number of children receiving fluoride varnish/screenings.

Public Health Foundation: Osterholm distributed two handouts to the Board dealing with a preliminary budget for the proposed Public Health Foundation. Christensen provided a brief budget summary. The foundation is still very much in the feasibility/exploratory phases. The exploratory committee which consists of Galasso, Osterholm and Christensen will be talking with foundations from Texas and Ohio next week. The questions raised during today’s discussion will provide a basis for the exploratory meetings planned for next week. Galasso suggested the Board e-mail Osterholm with any suggestions or concerns they may have.

Discussion centered on a name for the foundation; North Central Iowa Rural Health Foundation was mentioned. Discussion regarding the term “regional” identified the facts that many residents of Cerro Gordo County actually work outside the county and other individuals work within the county while residing in one of the surrounding counties.

Core Team Dialogue: The Core Team had no additional items to discuss.

The core team was dismissed at 1:50 p.m., leaving the Health Director to meet with the Board one-on-one.

Miscellaneous: Osterholm and the Board continued discussion regarding the Foundation and regionalization. An update on the Free Clinic progress was presented by Board members Schickel and Kellogg. Osterholm provided an update on the Health Planning vacant position.

The meeting was adjourned at 2:15 pm.

The next meeting is scheduled for March 23, 2007 at 12:00.
