The meeting was called to order at 12:23 pm.

Service Awards: Dr. Johnson presented Marlene Holthaus with an award for 10 years of service; Diane Smith with an award for 15 years of service; and Linda Read with a plaque for 20 years of service.

Minutes: Motion by Kellogg, second by Schickel to approve the minutes of May 11, 2007. Motion passed.

Blood-borne Pathogen Exposure Control Plan: Karen Crimmings presented the Occupational Exposure to Blood-borne Pathogens and Other Potentially Infectious Materials Exposure Control Plan as updated by Betty Krones. The updates to this plan were due to standard language changes with the exception of the table titled “Job Duties with Potential Exposure” on pages 16-17. The first version of this table did not include level of training requirements for each department position.

Motion by Kellogg, second by Schickel to approve the Occupational Exposure to Blood-borne Pathogens and Other Potentially Infectious Materials Exposure Control Plan as presented. Motion passed.

Tuberculosis Control Policy: Karen Crimmings also presented the Occupational Exposure to Tuberculosis Control Plan also updated by Betty Krones. These updates were due to new guidelines from MMWR (CDC’s Morbidity and Mortality Weekly Reports). Our former policy did not address caring for patients with TB. This is an internal policy but will be used in the event of a positive TB case.

Motion by Kellogg, second by Dougherty to approve the Occupational Exposure to Tuberculosis Control Plan as presented. Motion passed.

Well Reconstruction Permit Fees: Brian Hanft presented a memo from Daniel Ries, Senior Environmental Health Specialist, regarding well reconstruction fees and his six reasons for suggesting a decrease in the fee amount for this particular permit. The reasons cited by Ries included the suggestion that a decreased fee on this service would better promote the program; the department receives $200 from IDPH for well reconstruction work under the Grants-to-Counties program, and the department is not required to send DNR a $25 filing fee as required for new wells. Hanft stated that the department currently handles no more than 10 well reconstructions per year.

Ries proposed that starting July 1, 2007 well reconstruction permits would decrease in price (from the current $125) to $100; year 2 (July 1, 2008) this same permit would increase to a cost of $115; and beginning year 3 (July 1, 2009) the price would increase to $125.

Motion by Schickel, second by Kellogg to approve the permit fees for well reconstruction as presented. Motion passed.

501(c) 3 Bylaws: Ron Osterholm presented the Mission, Vision and Value statements for H.E.A.L.T.H. for Life, Inc. The Board thought the statements were simple, direct and easy to understand and commented that they were glad to see the conflict of interest policy added.

Osterholm stated that neither Texas nor Ohio had their bylaws available so he drafted these himself. There was a question raised on the legality of drafting bylaws without a Board of Directors in place. Osterholm indicated the Exploratory Committee was still in search of names for members.

Motion by Kellogg to submit the bylaw document to the Pappajohn Law Firm requesting their legal opinion on how to obtain status and become incorporated in a 501(c) 3 organization, second by Dougherty. Motion passed.

Empowerment Board Update: Ron Osterholm stated the June 30 drop dead date set by Mercy has been extended to August 31, 2007. The Empowerment Board plans to meet to discuss this entire issue.

Free Clinic Update: Ron Osterholm stated he has heard nothing more regarding the free clinic. Kellogg stated Des Moines University has the survey results compiled; she will forward them to the Board. Des Moines University plans to give their final review in October. The mental health numbers were surprising to Kellogg and Leslie Smith. The group as a whole plans to implement actions around mental health issues during the next year. Many believe that the inadequate reimbursement rates for mental health services are a direct cause for the decreasing number of mental health practitioners in our community.

Arrangement with Mason City: Ron Osterholm indicated Tim Moerman, the former City Administrator submitted an ordinance recommendation to the City Council to discontinue the Mason City Board of Health. Pursuant to Chapter 137, Code of Iowa, the Cerro Gordo County Board of Health shall be the local Board of Health for Mason City. New City employees became aware of this change after the recent apprehension of a dog by the health department.

Mental Health Update: Ron Osterholm stated he had heard nothing more regarding the status of mental health vacancies in the Mason City area.

Core Team Dialogue: The Core Team had no additional items to discuss. The Core Team was dismissed at 1:20 p.m., leaving the Health Director to meet with the Board one-on-one.

Miscellaneous: Osterholm updated the Board of Health on the progress of the Jail Nurse position. Osterholm discussed providing both Deputy Directors equal pay and vacation time. The Board had no objections.

The meeting was adjourned at 1:45 pm.

The next meeting is scheduled for Friday, August 24, 2007 at 12:15 pm.
