The meeting was called to order at 12:00 p.m.

Minutes: Moved by Kellogg, second by Schickel to approve the minutes of October 13, 2006 . Passed.

Awards: Ron Osterholm recognized Dixie Fullerton (in absentia) for 15 years of service. Osterholm recognized Tammy Bryant ’s nomination and consequent honor of the Iowa Advocate for Youth Leadership in Tobacco Control 2006 award.

Pandemic Influenza Response Plan: Karen Crimmings presented the final Pandemic Influenza Preparedness & Response Plan – Annex J for approval. Crimmings provided the Board members with a copy of the plan which included additions in the following headings: Investigational New Drugs and Emergency Use Authorization; Psychosocial Support; Tool 5 – Testing for Patients with Suspected Avian/Pandemic Strain Influenza; Specimen Collection and Testing Guidelines; and Ports of Entry – Avian Influenza Screening Tool.

Rural Environmental Health Assessment Project: Brian Hanft briefly introduced the Environmental Health EPA Rural Environmental Health Assessment project as well as the Project Coordinator, Naomi Bienfang . Bienfang gave a brief history on herself.

The Cerro Gordo County Department of Public Health was one of 17 selected out of 150 applicants to receive Phase 1 of the EPA project, an award of $100,000. This award will be used to investigate what the most important environmental health issues are in Cerro Gordo County.

The EPA awarded $2.7 million in new Community Action for a Renewed Environment (CARE) cooperative agreements to 17 communities throughout the United States . The Cerro Gordo County Department of Public Health is the only Iowa recipient. The department has received a CARE Level 1 award.

The CARE Program is a community-driven program that splits the work into two levels:

  • Level 1 — Communities that receive Level 1 funding work in a cooperative agreement with the EPA. The work will help establish stronger local partnerships and help our communities understand, identify and prioritize their environmental issues.
  • Level 2 — Communities that receive Level 2 funding work to create local solutions to address the communities’ environmental issues for the reduction of toxic risks and help implement these solutions.

Pandemic Advisory Committee Update: Karen Crimmings presented pandemic advisory committee updates. Information provided included committee task completion and tasks to be completed over the next several months. Crimmings indicated the Annex will be presented on the department’s website.

Dr. Mary Hansen: The Board took part in a conference call with Dr. Mary Hansen, Director, Iowa Department of Public Health. Discussion was held regarding the Board’s issue with the state not providing a vaccination priority list. Dr. Hansen stated she has formed an ethics committee to discuss priorities for vaccines and antivirals as well as other ethical issues regarding medical care. She’ll keep our Board up-to-date and will follow-up with communication possibly in February. IDPH will discuss the issue of all first responders and their families being a part of the state’s vaccine and antiviral priorities. Dr. Hansen was concerned with community containment during an outbreak, such as social distancing. Her other initiatives included: improving physical activity in the State of Iowa ; and reducing obesity in Iowa .

The Core team was dismissed at 1:30 , leaving the Health Director to meet with the Board one-on-one.

Miscellaneous: Osterholm presented the preliminary surge capacity plan. The plan will be discussed further in a Board meeting in 2007.

The Board budget meeting date was changed from December 8 to December 20 at noon.

Osterholm mentioned speaking with Tom Lincoln, a Board member of the Clear Lake Sanitary District to further improve communications with the Clear Lake Sanitary District.

Osterholm read to the Board Jaci Miller ’s e-mail regarding her resignation.

The meeting was adjourned at 1:41 pm . The next meeting is scheduled for Wednesday, December 20, 2006 at 12:00.
