The meeting was called to order at 12:02 p.m.

Awards: Ron Osterholm presented Cliff True with an Employee of the Year Award. Osterholm presented Director’s Awards to Jaci Miller (in absentia), Brian Hanft , Linda Read , Dorene Christensen , and Karen Crimmings .

Consent agenda:

Motion by Kellogg, second by Schickel to approve the consent agenda. Passed.

The leadership team was dismissed at 12:31.

Influenza Vaccine Update

Regarding the FY06-07 influenza vaccine, Betty Krones stated we have pre- booked 1,000 doses of Flu mist vaccine but order it as needed. Generally it is a 2-day turn around. Krones mentioned 350 doses of VFC Flu mist (Vaccine for Children) fills-up 1 freezer. There are 70 flu clinics scheduled. We have 3,490 private pay injectable vaccines and 1,000 Flu mist vaccine ordered; of this order 1,240 injectable and 50 paid Flu mist are on hand. We have 90 VFC injectable doses on order but have not received them. We have all 350 doses of VFC Flu mist.

Clear Lake Sanitary District
Osterholm distributed letters from the Clear Lake Sanitary District to the
Board members. Tom Lincoln from the Clear Lake Sanitary District has contacted Osterholm and indicated he’d like to meet with him one-on-one to discuss future communication improvement between the two organizations.

FY 06-07 Priority Commitments
Christensen provided the Board an overview of the department fund balance and budgetary priority commitment made or being considered. The commitments outlined can be found in the Finance and Administration Annual FY 2006 Report.

FY 06-07 Training Plan
Osterholm provided the Board a copy of the department Public Health Preparedness 2006-07 Training Improvement Plan II. The plan describes the Public Health Workforce Training, Education and Demonstrated Competency Model used to develop the training plan. The plan also describes the level of training of each staff based on critical response role. Jodi Willemsen, Public Health Preparedness and Training Coordinator will be responsible for training plan implementation.

The Core team was dismissed at 1:00, leaving the Health Director to meet with the Board one-on-one.

Miscellaneous:
Osterholm presented the Board a copy of the Public Information Officer (PIO) job description update. The update included addition of Incident Command language, removal of responsibilities no longer needed and new responsibilities relating to the PIO position. Osterholm requested the Board’s approval to change the PIO position from part-time non-exempt to full-time exempt. Motion by Kellogg and second by Schickel to approve the PIO position status. Motion passed. The Board requested job descriptions for critical department response staff include 24/7 availability.

Motion by Kellogg and second by Schickel to adjourn the meeting at 1:38 pm. The next meeting is scheduled for Friday, November 10, 2006 at 12:00.
